    Hard to say who looked best in this dress so I will say they look equally dazzling. Perhaps Selina has had more chances to attends some balls though.

Due to her line of work and place in the court of Shivering Isles Selina might have more chances to attend balls, but Dannee is used to be present during official gatherings in the Blue Palace where she tries to offer some to Elisif often questionable decisions, so she might find a use for such regal dress too.
