I actually try to save foxes from bears and hunters while playing..
For some reason this one didn't run away from me.

Beautiful scene! I also did like you do a couple of times, by starting a conversation with the hunter in order to allow the fox to run away.

If you want animals not to run away when they encounter you, I recommend you the mod One With Nature. You can choose the behaviour of every animal and creature.
