I'm not sure anymore, is your FixParallaxTerrain under [FIX] in the enblocal.ini set to true? If so, set it to false and see if it fix it. If not tell me and I can try to reproduce the problem and see how I fixed it (might take some time, dont even have a working mod setup currently )
This mod addresses something different (overlapping of textures).
I have done some browser research quickly and I think the bug seen in the picture above comes from Parallax textures not being up to date with the latest ENB binary (Boris is constantly updating ENB but authors might not update their Parallax).
Disabling FixParallaxTerrain should fix it (havent you tried yet?), but it will also disable parallax effect (only for terrain) unfortunate. Your other option is to use other Parallax textures which are up to date with latest ENB binary.
I think tamu's Parallax might work for you, try those textures:
