      I think they mean Skyrim Startup Memory Editor. It allocates more memory on startup and reduces or removes completely CTDs caused by using too much memory, which happens a lot if you use a lot of graphically intensive mods.
      LOOT is a program that sorts your load order for you, makes sure mods are loaded after their masters.

      I had a look at your mod list there and there are a few things I'm not sure on the order of but I'm also not sure if having them like yours would cause a CTD

      Skyrim is buggy anyway and random CTDs occur with or without mods. If they're random though, it would suggest more that you're running out of memory. Install this mod (http://www.nexusmods.com/skyrim/mods/50471/?), play normally until you get a crash and then look at the log it makes and see if you exceeded the memory amount for the first block.
