      Nothing to do with Helgen or COC. Random graphics bug, reload fixes it

      It does have to do with helgen. It's because your arms are tied up. It's not random either, you can replicate it by just using COC or enableplayercontrol during the tutorial and looking at yourself.

      I believe if you change your race via showracemenu your hands are tied up aswell. I guess the draw/sheathe key is blocked in Helgen until you're cut lose
