Thanks for the comments. It was very early morning when this was taken using Climates of Tamriel, Unreal Cinema ENB, Realistic Lighting Overhaul, and Ethereal Cosmos.
Considering how dark it is, the image wasn't over saturated. And look! Stars... What an interesting skyline to capture a screen-shot. It looks like either dusk, or dawn. It almost looks like concept art. Awesome.
