   If it wasn't specific to just being in game menus I'd say it's a dying graphics card, that's caused artifacts like that for me before. However, it's been a long time since I had a GPU actually die on me... I've still got an old ATI Radeon 9800 Pro 128MB AGP that works lying around somewhere!

   I've never really seen anything quite like that. I'd do as Swamianand said and make sure its not a mesh. Just strip your character down to their underwear and see if that does anything. Although the mesh is the only thing I could think of or have seen to act anything like that i'd also go as far as to say try turning off the ENB. If that still doesn't change anything just make a list of the last few mods you have installed and try turning them off one by one and seeing if there's something wrong there. If I think of anything else i'll be sure to come back and let you know.

   Mhm... it looks to me like that a mesh is acting up. Maybe a mesh from your Character or the armor your Character is wearing ?
   Do you have this issue if you switch to third person view as well ?

      My character wears a few pieces of the Vicky clothing from the UNP mash up pack and a backpack that can add a torch and an axe to itself if it's in my inventory.

      I have it on the game menus. Favorites, inventory, map, etc. If it helps I'm using Opethfeldt ENB, engine version 0.229 along with sweetfx
