   Well when you get arrested by the redorant guards and if you try to escape the jail you pass in this place, it has an exit somewhere over Raven rock, and you'll find a couple netches in there too, if i'm not mistaken.

   at the place where you get the Bloodskal Blade. You can't go back without cheating and it's a puzzle to move ahead.
