@Benbenben, WARNING: SPOILERS! the only way to get this part of the quest is to not choose a side (stormcloak or imperial) during the main quest. This way, Baalgruuf doesn't dare to open his castle to dragon attacks, because the war still goes on, in which the main character requests a truce to handle the dragon threat. This negotionation is about that.
Great shot. I don't recall doing this part of the story. Maby I should have taken out Paarthanax in order to get here. I just wasn't willing to hurt the old sod though.
