Ralof speaks of the wanted posters of Ulfric but I have never seen one. So.... here is my interpretation of this illusive Imperial missive. Hope you like. :-)

    Still, if you think about it, that makes no sense. When put wanted posters, it's because they need all the help they can get to find someone, aluring bounty hunters into helping them, summoning the cooperation of the civilians. Yet, they know he's there, chilling (in both senses) at the palace of Windhelm. So technically, they don't need a wanted poster.
