I seen this run past me the other day as I was ... leaving the party at the Thalmor embassy. I had never in all my time playing seen it before. Tried to kill it but it had no .. um.. life... sounds odd saying that .. but ya..
its the rare events and randomness that makes skyrim so cool and enjoyable on replays its so vast and epic rich with new things events and characters i find in different places new and old on different gamesaves. the first time i saw this was up in the mountains, then alot in bewtween towns travelling and forests. first few times he moved too fast to catch. on this occassion i got the pic quite easy as he was near a cave after i beat some skeletons and for once he was idle just waitng there thats how i got that shot he. static for once! the fun is in the mystery. i believe other radom ghosts/spirits characters -some have little quests to solve a nice break fomr grinding quests
