So after playing the game for a while I ran in to a strange shadow bug. The bright line of light simply goes threw the center of each object and person's shadow who walks up to that spot in the tavern in Riverwood. Same thing happens in the nearby Mine on one of the tables and a few other places. A beam of light just shines right threw the shadow for no apparent reason.

I've tried everything. Vanilla clean install with no patch, latest patch, ENB, lighting mods... same thing happens no matter what I do and I can't seem to find a fix for it. The ENB just made it a bit less annoyingly visible.

    Just replaced both ini's with a few that where posted on the forum. No change. It looks like a general lighting bug. A specialist should look at it.

    I'm not sure but maybe it can come from your Skyrim.ini and/or SkyrimPrefs.ini, because this file remains even after a vanilla clean install if you already have installed it I think, maybe I'm wrong but that's the only reason that I see, I hope it helps ! =)
