The exterior of the winterhold keep, it's part of the Northen Content overhaul mod, as part of the Skyrim Content Overhaul Series.
It is also the faction of the axe wielding White Knigts of Winterhold, which is accesible after you've done your guard duty.

Before you ask the obvious question, guards to protect who?
Winterhold have been scaled to currently have 8 houses, an inn, a hunters guild, 2 shops, a stables, Jarl longhouse replaced with a Keep as in the picture.
Winterhold hold, from 0 towns to 4 towns, mostly aimed to equal the size of riverwood.
Winterhold College tripled in size, added locations near it for high end mage content aimed for L30+ maybe even L50+
Winterhold and Dawnstar both in progress, morthal will be next.
