Recognized by the Bretons as the true Queen of Jehanna, Boudica was forced to leave High Rock to avoid assassination by the Nordic Overlords that now ruled her people's ruined city.

Seeking asylum, she came to Solitude hoping to find sympathetic Bretons and the help of the Empire. Instead, she found a looming Civil War and Thalmor influencing the Imperials. Bitter, she waited for someone to come that might aid her in her cause. Perhaps the rumors of this so called Dragonborn....
