I need to figure out game implementation for this set. Crafting it seems a little silly. I'm not going to do a whole custom quest line. Fighting Talos himself for the armor seems lore breaking.
I am debating including it in a relevant vanilla quest as a reward, or placing it in a location in the game that is fitting.
I think his armor being is Skyrim fits lore. He clearly wore a different set of armor when he left Skyrim since it looks very different in the Oblivion game when you find it(golden plateish) then on the statues found in Skyrim. He may very well have left this set somewhere here.
But where? Any ideas guys?

Add a NPC in sovngarde , named ( Talos ) . After Defeating alduin , he comes to us & offer the Armor of Talos !
Dragonborn went to high hrothgar and met Angrier
and he told him that he is ready to do something special he marked a location ( a shrine of talos) on his
map where dragonborn has to defeat extra powered draurgrs and get a key to a secret tomb
(far north of winterhold)to get it .

I'd suggest it be attached to a mini-encounter, somewhere on the road between riften and windhelm. the story goes is that a talos priest hard of rumors of the existence of talos' suit of armor located somwhere in tamriel. he figured if ulfric was able to get that armor set, it'd in some way legitimize him as a sort of second-coming of talos and help with the removal of the imperials from skyrim. so said priest hired some less-than-honest bunch of people who have been known to be able to get hard to find objects (the thieves guild), in which they actually did. On the way to transporting the cargo from riften to windhelm, they were struck by an imperial ambush. turns out the imperial heard of it and heard of the theft as well, and they'd do anything to prevent ulfric from getting any sort of advantage.
so it's basically an encounter of a turned over cart, with a dead talos priest, a dead thief, and a scattering of dead imperials and stormcloaks. maybe add a couple of aggresive imperials / stormcloaks left. among the wreckage would be a chest containing the relics of talos.
