A real Gray Cowl of Nocturnal is possible to have in TES V: Skyrim!
All what you need is:
Sneak Tools mod for its Identity Concealing feature
and
Nocturnals Cowl from Oblivion mod for the item!
Thanks to the Wrye Bash and the Creation Kit, the 2 mods can be linked together and create a truly functioning Gray Cowl of Nocturnal like the one in TES IV Oblivion! A nice, small modification, for personal uses only. Who couldn't want a true Gray Cowl of Nocturnal in his Skyrim game, that keeps the player's bounty onto the cowl! :)

Yes, we should try someday make a Gray Fox mod for Skyrim! Now it is more possible than ever, thanks to all those tools and mod resources out there! But permission will be needed if someone plans to create a such mod by using resources from other mods. Don't forget privileges!
Would it be possible to make a version where the bounty on the mask never wears off and only keeps adding to itself.
That way you can use it as a scale of sorts as to the total infamy of the newly surfaced Grey Fox.
