This is "Pixie Moxx", a merchant you can find in my just published mod "Caethspell Caverns Overhaul". You will meet two pixie merchants there. They may not be lore-friendly but they will only roam Caethspell Caverns and fit very well there I think!
I really like those litte people :-)
