Just tweeking with blender 2.49b and Nifskope to get rid of baldness issues and clipping of hairs in helmets/hoods.
I just added the hair into the Hood.nif after cutting out the faces from the hair mesh :D
Now I play my assassin.

Blender needs python but you need the right version of Python and I can't remember off the top of my head what site I went to get the right advice.
Nifskope is the easy one to start with but there's no way to alter meshes with nifskope in a realistic since anyway. I have a tut for Nifskope here and mashups of stuff is quite fun and much faster to get started with http://forums.nexusmods.com/index.php?/topic/502344-armor-mashup/
