if you already were at 81, and for some reasons you lost some abilities (some days in prison for example) it may possible to go over level 81 levelling the lost abilities again tested that on one of my characters: he's level 108 (no dragon born here, i just have dawnguard installed and no mods to unlock level cap or something)
that happen also if you change your race via showracemenu...because some abilities go back to the minimum for that new race
There is also the Skyrim Community Uncapper, which allows (almost) unlimited skill progression, and thus (almost) unlimited level. I had a character at 130-something.
however, I could believe that if you are using mods like requiem, race mods or something that reduces your vanilla skill levels a bit, cap would be higher.
I only know that with the new addon (Dragonborn) the level cap will be changed to 100. I don't know if hearthfire, dawnguard or a patch change it. I thought it was 80 or 81...
