Snow in Riverwood? Not quite but almost :3
Its what happens when you TFC 1 during a thunderstorm. The lightning likes to back up and blind you. Looked cool for a few seconds then my eyes started hurting lol. The flare is from an enb effect. I think this only happens if you have a lightning mod on. like Minty's or any other out there
