   That location is part of Cerwideni's backstory quest. SPOILER: That's the location of the quest segment, The Staff of Lordly Might. The shop's door will be locked until you're far enough along her backstory quest, and then it will unlock automatically.

   From checking the id's of the pieces added they seem to relate to the cerwiden companion mod...
   I have no idea why it would be placed there though
