blue, cloudy map, no quest markers

Recently, as I have been playing, I get this blue, cloudy map glitch. What annoys me most about it is the fact that i can't see any quest markers. I have a drawn map mod enabled, but I've forgotten what it's called. If anybody knows any drawn map mods please message me or post their names here. Other than that I've only installed via NMM the "a quality world map" mod. I thought this might counteract the glitch, but it hasn't.
