Earlier, to prevent any bloodshed, she used a teleport to teleport Legate Rikke to Angel's private prison where she will be keeping her in a cell with other females. She's thinking of doing the same to the Jarl, there at Solitude.

When you have your own prison, you can do all kinds of things wouldn't you agree?....;-)
