In August 2015, I have contacted TaiChiKid to ask him for permission to modify his mod. I absolutely loved SpellCrafting for Skyrim, and I used it in all my mages playthroughs. That being said, I kept noticing bugs or problems here or there.
I have noticed problems with incorrect magicka usage; TaiChiKid has quite valiantly recreated the spellcasting process, but he missed one or two things. Most notably, the cost of spell wouldn't be modified by any other perks added by overhauls like SkyRe/Perma, or even the vanilla ones. Now, with introduction of better SKSE functions, they will be correct.
So, what are the plans for the future?
Phase 1 (we are still kinda here)
On 31st of August, 2015 version 0.9.6.1 has been released.
Phase one will focus on fixing any problems and bugs from 0.9.5 and previous versions.
Phase 2 (we have mostly finished that part)
Adding more stuff!
Version 0.9.6.2 (6 September 2015) has fixed a few bugs and added DLC1 Archetypes, as well as Runes and Fortify Magicka.
Spell tester I've been talking about has been added.
Bugs are still expected to be found, but now, onwards to DLC2!
Phase 2.71828182846, EXPerimental (we are here now)
Using Grimy's plugin to make proper spellcrafting possible!
Done as of 30th September of 2015!
Phase 3 (we are slowly heading there)
Overhauls support
Mods like t3nd0's SKyRe and Perma change A LOT of stuff in spells. the last phase will be dedicated to fixing all the incompatibilities.

I would like to see this for SSE as well. If not I will see about porting it over to SE for my own use. I have not to date converted a mod but what I have read it shouldn't be that difficult.
If you are not planning to maintain this mod in the future I would like permission, after I successfully convert this mod to SSE, to release the SSE version to the public as well as maintain this mod. I will send you a private PM regarding this.
If you are planning to maintain this mod I thank you again. Also I would like to offer my assistance in any way for future updates, testing etc.
