Yep this is what happens when Damocles goes to Windhelm, not a place for Imperials like him, but he does not care. If he is not killing Cloaks he is giving them the death stare like this poor bloke.
Damocles does not really care for Nords, but his wife was Nord, and she was butchered by the Thalmor, so it's hard to tell what goes on in his grim mind.
