There are actually. The horsemen in the steppes of asia made their composite bows mostly out of ox horn. But even closer to your bow was the sheephorn bows made by tribes like the Shoshone in the Rocky Mountains. Those were often made from several pieces of horn merged with glue. No wood or other material added to it. As far as I see it that makes this bow not only lore-friendly but friendly to reality.
