What This Mod Does
==================
This mod. adds 27 new NPC's to the game. They are High Ranking Officials from both the Mages and Fighters Guilds,
Embassadors, Nobles, and Representatives from all over Cyrodiil. Most are characters taken from Morrowind.

Description
===========
Cyrodiil is under attack by an Oblivion invasion! High Chancellor Ocato has called upon the highest ranking
officials in Tamriel to help plan a counter attack against these evil Oblivion gates that are appearing
all over. The team has gathered at the Elder Councils Chambers in the Imperial City, and will remain
there until the crisis is over. The only thing they have come up with is hope. Since they have all heard
of the hero of Kvatch that closed one of these gates, now they hope that this "hero" can somehow succeed
in closing the other gates that have opened through out the land.

This mod is basically the "Elder Council Plugin" mod by GandalfTheGrey, updated by me. All credit goes to
GandalfTheGrey for the creation of this mod. I just added AI packages to all of the NPC's, plus a place for
them to sleep and eat. Now the NPC's have scheldules. They don't just sit there doing nothing. Some go out
on walks and some go to local businesses to talk to people for news on what's going on outside the Imperial
City walls. They all have certain times when they take their seat at the Elder Councils to disscus their
thoughts. To help with FPS, I set different shifts at the Councils, so that only half of the NPC's are
there at one time. You no longer have to worry about disabling the esp. when the main quest reaches a certain
point. I made them all leave to a hideout for that part of the quest.

GandalfTheGrey wrote in his readme, "Feel free to include this mod in your own mod and/or modify it as you want,
I'd only prefer that you ask me before doing so. Thanks." I have tried contacting him several times with no response.
I feel to some extent that I atleast tried to ask him "before doing so". Since there was no response, I decided to go
ahead and upload it. Enjoy!

Install
=======
1. Copy the .esp file to \Oblivion\Data\
2. Start Oblivion Launcher, click 'Data Files', place a checkmark beside the .esp file(s).

Uninstall
=========
1. Start Oblivion Launcher, click Data Files, uncheck the .esp file(s).
2. Delete the .esp file from \Oblivion\Data\

Upgrade
=======
No upgrades available as of now. You have the latest version.

Future Plans
============
Make unique clothing for the high ranking NPC's.
Fit them into the world with different purposes after the main quest.
Add more unique NPC's into the world.

Incompatibility
===============
This mod is not compatible with any version of the "Elder Council Plugin" mod by GandalfTheGrey. You should never run
these two mods at the same time. Decide which one you want to use and uninstall the other. Any mod that modifies the Elder Councils
Chambers may conflict with this mod. I haven't seen other mods that do this, so I can't name any others.
Other than that, it should work fine with any other mod.
