Installing:
Just Extract the zip into your Oblivion/Data folder. Or just place the files manually as they are when you extract the zip.
Using the plugin.
Enable it from the data files menu in the oblivion loader. You should be alble to select the haircut for all human and elf races, both male and female
Playing with other cosmetic mods: You will need to merge this mod with whatever other cosmetic mod ( mods that adds haircuts, eyes, etc..) you are using
you can do this with a program called wrye bash. Google it, download it and follow the instructions on merging mods.
There is stille some odd stuff in the hair model so expect and updated release in some time.
