Extract the mod to the Data folder in the Oblivion folder and start playing.
In Cheydinhall, in the Newlands Lodge you will find the weather spell teacher. She is in the Cheydinhall chapel every sunday. She has 18 spells that you can use to control the weather in the area you are standing in (I made it snow inside an Oblivion gate).
