Requirements:
A copy of The Elder Scrolls IV: Oblivion.
The Oblivion Script Extender v0011 or higher.
An inner sense of well being.

Purpose:
The Nearly Perfect Frame Rate FPS Optimizer automatically adjusts the detail levels in the video options whilst playing. This should give you a smoother gameplay experience during those busy times whilst not forcing you to have the detail sliders set lower than necessary during the less busy moments. thus allowing you to appreciate the scenery. It will not necessarily give you a higher frame rate. Nor indeed will it give you a new graphics card or make you more attractive to the opposite sex.

Installation:
Copy the Oss133FrameRateOptimizer.esp file into your Oblivion\Data Directory.
Run Oblivion Launcher.
Select Data Files.
Click a cross in the box next to Oss133FrameRateOptimizer.esp.
Make sure you are running the game with the Oblivion Script Extender v0011 or higher.

Controls:
Press Ctrl-L to access the Settings Menu. Debug Messages are for debug purposes only and should be switched off. If NPCs all appear ghostly you have debug messages switched on. Switch them off. If you want to see your frame rate you should type tdt in the console. Don't switch on Debug Messages because it makes all the NPCs appear ghostly.
Press Alt-L during non-combat to set the Level of Detail (LOD) to minimum or maximum.
Each menu now has a help button to describe the effect of each selection.
Make sure you are running the game with the Oblivion Script Extender v0011 or higher or the pressing of Ctrl-L and Alt-L will do nothing and the detail level will not be adjusted automatically.

Notes:
Frame Rate Adjustment was manual during non-combat in the Less-Than-Perfect Frame Rate Optimizer. That was why it was less than perfect. This is because adjusting the settings causes any sound being played to be cut off. Not a major problem with sound effects but totally unacceptable during NPC speech. I was not a happy bunny.
I have now solved this problem thanks to the invaluable resources of the forum and the wiki. The FPS adjustments now happen once every half a second unless an NPC is speaking. I am now a very happy bunny.

When combat starts the LOD will be set to the minimum unless you are indoors and have selected the Outdoors Only option.
When combat finishes the LOD will be set to the last LOD before combat started.

All this is achieved by adjusting all the sliders in Video Options except Brightness.

READ THAT LAST SENTENCE AGAIN.

This is not like the brilliant Morrowind FPS Optimizer. That was handed down from on high by someone of great genius and this does not do anything like as awesome as that. All this does is move the video options sliders up and down. You could do this yourself every few seconds and you would get pretty much the same effect. You just wouldn't get as much gaming done. So don't start thinking that this is some great cure for your hardware's inadequacies. My hardware is not coping well either so I needed this but it hasn't given me better frame rates or a larger penis.

But if you are not running the game with the Oblivion Script Extender v0011 or higher nothing will happen. The mod will not work. Nothing. Zip. Nada.
