IMPORTANT NOTE: The filename to download says it's part 2, but it's actually part 3 and it's alright. It got that name because of a typo in the original title of this post.
Read author's notes on the right; more information in the TXT file found upon uncompressing, including installation and uninstallation and the source code and method for selectively reducing textures.
This is part 3 of the mod. Two other parts, plus an extra one coming soon will be found under similar titles in Models and Textures.
