Well, this adds ChiZ's awesome Town Ceremonial Armors to each of the town guard captains, even ones that get changed out. All pertinent scripts have been updated to correctly reflect this. It also adds the armor to the personal bodyguard escorts of the counts and countesses and the representatives that get sent to Bruma from each town.
I know the armor in the original plugin was meant to be for the player, but I really didn't see it much myself. And frankly, it's pretty armor! I figured it was a waste just sitting around until a player decided they wanted -one- set of it. So I spread it around.

How to Install

First, this REQUIRES Town Ceremonial Armor by ChiZ. You can get this here: http://planetelderscrolls.gamespy.com/View.php?view=OblivionMods.Detail&id=1020
Extract the .esp from this archive into your Data folder. It should overwrite the old Town_Ceremonial_Armor.esp. Don't worry. Everything in that esp is included in this one as well.
