What this Mod Does:
This Mod attempts to make NPCs eat more in game by increasing the importance of the "Eat" AI Packages. In theory, you should notice a difference, but nothing too drastic. From my own experiences I've noticed more NPCs in Taverns and beggars seem to loot containers for food more often. Someone with a similar mod recomended taking all the food from street containers and beggars to watch them break into houses for food, but I have not tried this (and you may have to supply them with lockpicks). I mostly created this so that Guards and other NPCs might be more distracted by eating (as I play a thief).

What I changed:
Basically I went in and edited a LOT of the AI Packages that control Eating. Checking off various boxes which make eating more important 'Continue if PC near', 'Must Complete' and 'Once Per Day' (in various combinations). I only edited packages related to guards, beggars and generic eating packages (such as taverns, inns and Guilds). I did not change any packages related to individuals or any related to quests (to the best of my knowledge).

Conflicts:
Obviously any mods that edit AI packages related to eating. I have not come across any serious issues while using this mod.
