This amulet is intended to allow those of us who prefer to play under the Atronach Birthsign to regenerate Magicka
while still retaining most of the bonus.
I placed the amulet with Carandil, of the Mystic Emporium of the Imperial City.  It can be purchased from him there, 
for less than 200 gold.  
When worn, it replaces the Atronach Birthsign ability with the Blessing of the Atronach, which gives the user the ability
to regenerate their Magicka, and allow them to keep 30 points of the bonus that the Atronach provides.  To balance, it also
gives the wearer a 10 percent weakness to the Fire, Frost, and Shock.
If one were to wear it, and play with any birthsign other than the Atronach, then they shall recieve a 10% resistance to 
Fire, Frost, and Shock

I made this with the latest version of the Contruction Set, so I am unsure whether or not the Shivering isles are required.
