Makes "rare" enchantments available for custom enchanting

This mod is something that I made for myself.
It enables such magic effects to enchant, as:
- Absorb spell (grand soul = 25p)
- Reflect spell (grand soul = 25%)
- Reflect damage (grand soul = 25%)
- Resist magicka (grand soul = 25%)
- Restore magicka (grand soul = 10p)
- Restore fatigue (grand soul = 10p)
- Restore health (grand soul = 10p)
Also, I changed this:
- Shield (grand soul = 25%)
- Fortify fatigue/magicka/health (grand soul = 50p)
- Resist illnes/poison/paralysis (grand soul = 50%)
- Feather (grand soul = 100p)
Corresponding sample spells are added automatically to player's spell inventory(if not exist there already) by little OBSE script.
That means OBSE is required (at least v.15)
Finally, septim price of enchanting rare things like absorb spell and reflect damage was decreased by ~80%
I know it is something cheaty:)
