I felt for a unique sword it was a bit underwhelming, so I buffed the damage, swing speed, and enchantment value for more uses (despite it being crap anyway) so it outclasses daedric claymores by a small margin. It isn't what I'd consider over-powered if you do the fighter's guild a bit later in your playthrough (around 20-25 seemed to fit well for me).

To install simply extract the .esp file from the .rar and put it in your data folder, and make sure to tick it when loading up Oblivion.
