If you don't want to kill Imperial Palace Guards then you can get the armour from some tables at the Palace District in IC. Once you go there go to the entrance of the White-Gold Tower, then to the Talos Plaza Door. And there is the armour! Note: FEMALE CHARACTERS CAN'T WEAR THE ARMOUR! Hope you like it!
