I tried out more than a dozen night sky effects, but they were all lacking for me; one had stupendous stars but an oversaturated and (to me) distracting nebula, another had very nice nebula choices but the star layers were pixillated, or looked like paint spatters more than stars.
I finally hit on a combo that is realistic but also fantastic, a matched nebula and some lovely moons. I've put the mod author's names, filenames and Readmes in case you want to check out those mods on your own; you may like other things about them more than I do.

Just texture libraries. Put the files in Oblivion\data\textures\sky; back up the old ones first.
