With Cliffworms permission, I am uploading my Sounds of Cyrodiil sounds folder with no disembodied voices. What I did was use the silent sound file included with Sounds of Cyrodiil to silence the disembodied voices and a few other sounds I felt were out of place, such as cats wailing, wood sawing and belching. It took me a few hours to go through all the sounds and I am uploading so others can benefit from that work.
To install, just replace the original Sounds of Cyrodiil sound folder with this one. Obviously, you first need to install Sounds of Cyrodiil.

Version 1.2 silenced some additional sounds that seemed out of place (like sewer gate sounds in caves) and converted a couple stereo sounds to mono so they could play in game.
