Requires OBSE to read the ini file, but works without it if configured manually (see the ini file for details on configuration).
This makes the fenced loot amounts required for the Thieves Guild Independent Thievery (TGStolenGoods) configurable. Hard-coded values are useless, since appropriate values will be mod-dependent. The vanilla values are pathetic, and OOO's flaccid attempt to "fix" them also uses hard-coded values.
