ABOUT PROJECT AMBIENCE:
These city-specific mods are just proofs of concept for testing and ideas
(and should be treated as such) I will hopefully add to the actual P.A.
(tweaked and improved). The
actual mod will contain (for its urban part) many fx per city as
appriopriate (no snow in Cheydinal for instance, no dust clouds in
Bruma, etc).
They are very rough and de facto incomplete. But I thought I'd release them anyway.

Official Thread: here

DESCRIPTION:

This was a mistake, Skingrad would have been much more suitable for this test, but I wanted to use it for the mist and water fx.

Anyway, I replayed Skyrim (Whiterun) recently, in an effort to determine exactly why it is much more immersive than Oblivion.
The list is long.. but one thing is the Smoke from braziers.

Here's my first attempt to do something similar for Oblivion.
I had to use some tricks, because Oblivion smoke shader sux. Including: 4 different smoke emitters and 4 different textures per Brazier.
And lots of testing..

At least I managed to achieve quite a long stretch of smoke, but not skyrim levels sadly.

The brazier models instead are just sloppy cut/paste jobs off vanilla models.
There's a tall one and a short one, like in Whiterun.

I added them both to the city proper, and the docks.
I also added to some of them a dust emitter for half burnt tiny scraps of stuff floating around from time to time.

There's also an optional white texture if you prefer. White is nicer but not realistic.
Default is dark grey.

Check the pictures.. but better yet check the 3  videos in 1080p, because it's hard to capture the smoke via screenshot.

ISSUES:
-ShadeMe goes bonkers on the smoke and makes it flicker.

COMPATIBILITY:

Should be compatible with everything NOT altering Anvil (Braziers are actual placed objects), that means probably no BC.
Obviously no OC.

REQUIREMENTS:
None at the moment.

INSTALL:
Use NMM or copy/paste

BASH:
I don't know yet.
After falling leaves.esp, or anyway near the latter part of your load order (not that it matters I think)

CREDITS:
Isoku for 3 texture crops
AWLS for another I think?
