Completely edited Oblivion.ini file that's now optimized specifically for performance. This has taken me hours and this is the only thing that I could find that works without adding mods. This will give you a playable framerate even if you're using integrated graphics.

How to install this mod: Go to your documents folder, My games, Oblivion and place the file there.

Latest update: Well guys... it breaks my heart to say this, but after the latest update... well, your performance may be at it's peak! That's not what breaks my heart, it's that it is possibly the final update. I'll keep looking and patching, but so far my performance has sky-rocketed and I'm able to run Oblivion smooth. I would make a video recording, but my laptop is a toddler and cannot comprehend recording oblivion. Hopefully this has made the game playable for everyone as it has made it playable for me. I have textures set to their max, bloom lighting and water ripples. I would use distance LOD, but I seemed to have broke that, so it's unusable. I mean, you can use it, but it'll look gross as hell up close!

Edit: I lied... I had one more update up my sleeve. It will substantially increase performance and you can have textures at their highest. The landscape shadows and water shadows will make it look low quality, but they're actually not. I might upload the same INI file, just with the shadows enabled so that you can see what I'm saying. You guys could also probably install high-res texture mods to balance things out, although if you have a poor PC or laptop and can't afford to buy a gaming laptop or gaming desktop that's strong enough to run this game at a smooth frame rate. I would suggest against doing this!

Edit: Update five isn't exactly performance, but it makes the landscape look less barren! I personally could not stand how ugly the land looked, so I
fixed it up.

NOTE: If you want a real performance boost, I suggest (if you're using windows, that's the only OS I know how to use) you open task manager and close explorer.exe as well as everything else you're not using. Do not show processes from all users because it will show system services as well. Do not close winlogin or csrss because it will cause your computer to crash. Also, make sure to defragment your HDD and set your game priority to high.
