Comes with summon spell and is BSA packed.
This is basically the same like my horse carriage and it is stabled next to it at Chorrol stables.
It works like the horses, but you sit on the carriage.

The wheels are not spinning. I have spinning wheels, but they also spin when the cart is not moving. Is anyone having an idea how to solve this?
