I felt that some effects from spells were too high to be efficient. All summoned creatures costs were cut in half while increasing the duration of the summon to 45 seconds (seemed a good length for a battle). Most of the time this resulted in a net change of 0 to the spell cost and level. A few creatures did change however (first I can think of is Scamp which used to be Novice and is now Apprentice).

I also changed the cost of bound items. Weapons still seem to be pretty decent, however i was able to successfully make a single spell (at the spell making bench) which summoned a full suit of armor for 20 seconds that was castable at Journeyman level. This could be a bit unbalanced.

Restore Health felt too heavy to cast, especially considering it's still a good school even if you are a fighter with little magicka. I cut it in half.

Because I was using Oblivion Enhanced - Races Edition I was granted access to Fortify Skill at the spellmaking/enchanting benches (OE - Races takes the skill bonuses and tacks them on as a constant buff). Due to this, I was easily able to make things like Fortify Mercantile 100 pts for 2 seconds (just long enough to click on the NPC). This spell was castable at Apprentice level and gave me a 80+% sell rate to nearly everywhere. Felt very imbalancing, therefore changed it to cost 10x as much. Now I get more like Fortify Mercantile 20 pts for 5 seconds, which isn't overpowering and doesn't eliminate the skill altogether.

Tweaked on skill progression because some skills seemed to take too long to advance. Restoration in particular had an advancement rate along the lines of destruction, but was cast way less often. A standard healing spell seems to be cast more often than say a summon (conjuration) or a battle buff (alteration), but definately more often than an attack (destruction). I think I ended up balancing it pretty well. On my character it seems to advance at a rate comperable to my other skills. (ie. when mysticism, alteration and conjuration are all around 50, so is restoration).

For the summons, I went through the list of summonable creatures and sorted them so I would know what was the best thing to cast. However, what I noticed was that all of the best summons were undead, which is necromancy. Since the mage's guild line has you fight against necromancy, I felt that was strange to use it to fight it. Besides what if you wanted to roleplay a "good/light side" mage who only summoned daedra (they are called conjurers)? You would be stuck with a subpar summon due to the limitations placed on summoning undead. Finally, I noticed that the highest level summon out of the box was 20ish, while the standard max level was 40-50 with most alternative leveling systems hard-capping at 50. So I made all summons leveled with an individual level cap on each (so you don't want to summon skeleton at level 20). This should also allow a "less expensive" summon to be viable up until that specific monster's level cap. (ie. hard cap on Scamp is 12, so even though you could cast Flame Atronach, Scamp will be cheaper to cast and will continue to scale up to 12... but after 12, Flame Atronach will continue to scale for 3 more levels so switch to him until you can cast Dremora or switch to Skell Hero which scales to 18)
