The Carleto Project is an abandoned New Lands project for TES IV: Oblivion, now released as a modders resoure.

Permissions and credits
Please be aware, this is in no way a great mod. It's not terrible, but it was one of the first and largest things I ever worked on. It's been stopped for literally months now, and since then myself and Beerto have learnt a lot more. My next mod, will be for Skyrim, in which I shall use all the skills I have learnt. What the *fluff* is the Carleto Project??
'TCP' – 'The Carleto Project' is a total conversion for TES IV: Oblivion. The modification is set in a the new land of 'Carleto' - a lush land, filled with magical beings and strange people. Throughout the land is a large multitude of settlements - the majority of which are quite extensive and attractive. Various dungeons are dotted throughout the land, providing rich and dynamic experiences for he whom chooses to delve into them.

Installation Simple Steps
To install follow these simple step's:
If you use the installer:
Open the installer, and follow the instructions given.

If you use the ZIP file:
1. Dowload the Main File
2. Extract it using WinRar or 7ZIP
3. Copy the following folder's into your Oblivion/Data directory:
Meshes
Textures
DistantLOD
Data

4. Load Oblivion, and press Data Files.
5. Check CarletoCity.esp
6. Press ok
7. Press Play

12/11/10 - The Market Area in the city is done. It's quite small but needed a lot of work to give it the effect I wanted.
30/10/10 - Work slowed over the past 6 days. We needed a break, and did some small other mods but I'm getting back on track with TCP.
24/10/10 - We're still as alive as ever, but your gonna have less updates here for a while. The Construction Set and GIMP are taken up literally all over our time!
22/10/10 - Carleto isnt the only place in this new planet. Theres A LOT more. We've made brand new lore, and planned brand new places. In TCP you can only access a little bit of one of the other countries. Kinda like a teaser for the follow up mods we might be making :P
17/10/10 - The New Carleto City has 74 HOUSES - and that's not including our giant castle.
17/10/10 - FORGET ABOUT THE CITY THAT YOU'VE SEEN UP UNTIL NOW! Now its completely revamped, into a tightly packed medieval-themed town. Tight alleyways, perfect for murdering people :P. The lower class district is gone as-well now! Some pictures will be up soon, but believe me, you would not want to live in this city! The streets are filled with urine and human faeces. Beggers crawl the steers, guards are scarce and brawls are common.
16/10/10 - Pictures of the Stone Harbour Bathing House are up.
15/10/10 - Map of the largest prison in Carleto is up. Also, a few more pics are up.
12/10/10 - We now have an amazing soundtrack implemented into the modification. That can be downloaded seperately at the next release.
12/10/10 - Remember those horrid blue roofs? Yeah - they're gone now.
11/10/10 - New Screenshots up.
9/10/10 - 2 Brand New - never before seen underground mines built. And a massive new underground section is being worked on. Your gonna love it!
7/10/10 - New trailer is up, YouTube decided to wreck the music and make it all crackly - we have an alternative musical backing now.
6/10/10 - New main storyline sorted out. No hints for you yet though. And video of the new character gen area coming up soon.
6/10/10 - Now 20 new races! :O More update on this coming soon with more details.
3/10/10 - There's now 9 different dwarven races! Fir enough 7 of them are the same with different beards. Pic's uploading right now! All of this is thanks to 'Beards SDK by Joel Huenink' Here's the names: City Dwarves (5 Beard colours and 2 long beards. These dwarves are the most common dwarves in Carleto. The majority, but not the most respected.). Ancient Dwarves (Magical and Mystical Dwarves, Long Grey Beards. The most wisest, and best respected of all races. They are not skilled in much, except magic.). Country Dwarves (Live out in the Countryside and have no beards just Itallian Syle mustaches. Most often affiliated with The Evil Gods of Chaos! Also, they are skilled in blades and archery, and are a lot thinner than the other dwarven races. Making them perfect for sneaking around with. Country Dwarves are not respected as much as other races). Also, only 3 vanilla races still exist entirely. All of them except the Elven Races have been given new names, because it's set in a different planet from Oblivion.
02/10/10 - We now have another person working on the mod; Beerto - Already he has helped with loads, and has came up with some great plans. Currently, we are working on the main storyline's locations and its story. More updates coming today.
01/10/10 - Thanks to a lot of help, scripting and work, you can now start in Carleto, when you start a new game. Now, I don't want to give too much away but here's the basics of what happens and why this happens; We decided to make it that you started in Carleto because, it's in a complete different world from Tamriel. Yes, we've created a whole new planet, but of course, you can only access a small portion of that. Due to the fact, that making a whole new planet in Oblivion would frankly take a lot more time than any modder has to spare. So, you can currently only access the country of Carleto. You will start on a long journey, diving into the history of an ancient coutry. You will be the only person able, to stop Carleto from being, destroyed...
