Since some keyboards such as ones on laptops for newer OS they ~ key will not work in the game. Now with this spell you can toggle menus without pressing ~ key and typing tm. Just cast it once to disable menus and cast it again or open a menu to enable menus again. And if you want to disable menus but use a spell have it on your hotkeys so you can switch. If you cannot open the console also use Oblivion Console Spell.
