Since some keyboards such as ones on laptops for newer OS they ~ key will not work in the game. Now with this spell you can open the console without pressing ~ key. But this spell will not make it possible to toggle menus so also use Oblivion Toggle Menu Spell. If you have the same problem with Morrowind go here for a solution.
