Two versions of haystack: normal and snowy. Dump in some folder in your Oblivion\Data\Meshes folder, open Construction Set and drag & drop to Statics.
Meshes ending in _far are low poly LOD models. If you want to see haystack from distance, rebuild LOD with TES4LODGen.
