Ever wanted to be a badass hand-to-hander, but knew that Oblivion made it suck? Well fear not, for I have sorta fixed it. I simply changed what I thought needed to be changed, increased damage to scale better with strength while still not being too overpowered (I hope). I came out of the dungeon doing 6 damage with 55 str and 40 h2h, which seems a little high, but over time it should balance out. I increased the blocking absorption (same as blocking with a weapon w/o a shield) and the reach as well (same as a dagger).
IMPORTANT NOTE:!
I increased the disarm chance for weapon and block perks. There isn't a separate disarm chance for h2h vs. all weapons, so now all weapons have an increased chance to disarm (which I think they needed anyways). All the changes are noted in the ReadMe. (PS: This doesn't make hands enchantable. I know, it sucks, but what can ya do?)

This should make hand to hand a much more viable option. If it still seems to overpowered or underpowered, or you discover new settings affecting hand to hand that aren't noted in the ReadMe, email me at [email protected]. Enjoy!

(Beta phase until I get a good amount of suggestions)

UPDATE:
v.04:
-Rebalanced to increases damage from skill and less from strength. Hopefully stops the problem of NPCs using H2H while still giving PCs the ability to kick ass (Thanks Gonzo!).

v.03:
-Unfortunately had to lower some settings due to NPCs using h2h as weapons of choice now. That and these hand to handing NPCs were apparently destroying strong PCs. Here comes balance time!
-Lowered fHandDamageSkillMult(1.5 to 1.4), fHandFatigueDamageBase(1.0 to .85), fHandFatigueDamageMult(1.5 to 1.3), and fHandHealthMax(21 to 17)

v.02:
-Added Lite Version which no longer changes settings that affect all weapons. Done for compatibility and preferences.

v.01:
-Release! woot?
