This is a very small mod - all it does is change the look of the Imperial Palace (in all worldspaces from which it can be seen). It lowers the upper part of the vanilla tower way down into the ground and replaces it with two levels of arcades and four towers (...just take a look at the screenshots :P). You can't access those towers and arcades (yet?), it is purely cosmetical.
Since I've been using objects that are mostly not visible when distant, you'll need RAEVWD if you want to see the full tower from far away (however, large parts of it should be visible nonetheless). There's nothing I can do about that - unless some talented and interested modeler wants to make a combined mesh of the new palace (hint hint).
Installation: Just drop the esp file somewhere into your Oblivion\Data folder and activate it.
